Europe Moves To Kill The Internet
New EU rules would prevent uploading video without a license

The latest move to kill off online freedom and the spread of information comes in the form of proposed EU legislation that would prevent users from uploading any form of video, whether that be a hard hitting political documentary film or your friends goofing around with diet coke and Mentos.

A proposed EU directive could extend broadcasting regulations to the internet, hitting popular video-sharing websites such as YouTube., reports the London Times. This would mean that websites and mobile phone services that feature video images would have to conform to standards laid down in Brussels.

Personal websites would have to be licensed as a “television-like service”. Once again the reasoning behind such legislation is said to be in order to set minimum standards on areas such as hate speech and the protection of children.

In reality this directive would do nothing to protect children or prevent hate speech - unless you judge protecting children to be denying them access to anything that is not government regulated or you assume hate speech to be the criticism of government actions and policy.

Whilst it may not seem a great loss to some people that there would be no more home videos of "Girls snogging for fun" or "Bad Bus Driver", under such rules it would also be illegal throughout the entirety of Europe to upload and spread informative documentary films such as Alex Jones' Terror Storm, important activist tools which seek to expose the fraud behind the war on terror.

It is safe to say that without the freedom of the internet grass roots activism could never evolve into huge ideologies such as the 9/11 truth movement, which has exploded into one of the most powerful and important movements of modern times thanks to the ease with which the information can be disseminated through the web.

We have previously highlighted the trouble we have had with censorship from Google Video who reset viewing totals for Terror Storm from hundreds of thousands of views on several different video versions back down to zero for each one. This seemingly stalled the viral spread of the film for a while.

However, the proposed EU legislation dwarfs any Google censorship as it would kill off Google Video/You Tube as a project before it had even started.



The latest proposed directive is another in a long line of draconian legislative procedures that seek to totally centralize and regulate the spread of information and ideas. Anyone in Europe can already be arrested and possibly extradited under the European arrest warrant, which passed into law in 2002. This supercedes national law and means that anyone could be arrested for expressing an opinion deemed to be illegal in another EU country.

The BBC reported that under such laws people who distribute stories about fictional children's hero Biggles or the Old Testament could be criminalized under the guise of anti-racism legislation.

Such laws in turn require implementation and upholding, therefore increasing the need for broad data retention, which had previously come up against opposition as part of anti-terror legislation, but has not faced as much backlash under anti-racist or child protection laws.

This means surveillance on a massive and coordinated centralized scale.

The EU data retention bill, passed in February after much controversy and with implementation tabled for late 2007, obliges telephone operators and internet service providers to store information on who called who and who emailed who for at least six months. Under this law, investigators in any EU country, and most bizarrely even in the US, can access EU citizens' data on phone calls, sms', emails and instant messaging services.

Such EU directives mirror US proposals for data retention, the reasoning for which as either a standalone measure or as an amendment to a broad telecommunications bill, is that it is designed to protect children.

This may mean that any normal website or blog would have to fall into line with such new rules and suddenly total web regulation would become a reality.

We are being led to believe that a vast army of maniac pedophiles are on the loose and we must do away with all forms of privacy in order to stop them. This is akin to saying that blanket cctv prevents crime. As if to say "if we film everyone all the time, even innocent people, then no one will ever commit any crimes."

Increasingly we are seeing this in every aspect of our lives. Recording, tracking and retaining our data in the name of keeping us all safe. Everyone is now treated as guilty until proven innocent.

The attack on internet freedom is forging ahead every day. Monday saw Homeland Security Secretary Michael Chertoff declare the internet as a "terror training camp" that attracts Disaffected people. His solution is "intelligence fusion centers," staffed by Homeland Security personnel which will go into operation next year.

The US government is also funding research into social networking sites and how to gather and store personal data published on them, according to the New Scientist magazine.

"At the same time, US lawmakers are attempting to force the social networking sites themselves to control the amount and kind of information that people, particularly children, can put on the sites."

Both American and European moves mimic stories we hear every week out of State Controlled Communist China, where the internet is strictly regulated and virtually exists as its own entity away from the rest of the web.

We have also previously exposed how moves are afoot to clamp down on internet neutrality and even to designate a new form of the internet known as Internet 2.

This would be a faster, more streamlined elite equivalent of the internet available to users who were willing to pay more for a much improved service. providers may only allow streaming audio and video on your websites if you were eligible for Internet 2.

Of course, Internet 2 would be greatly regulated and only "appropriate content" would be accepted by an FCC or government bureau. Everything else would be relegated to the "slow lane" internet, the junkyard as it were. Our techie rulers are all too keen to make us believe that the internet as we know it is "already dead".

The Internet is freedom's best friend and the bane of control freaks. Its eradication is one of the short term goals of those that seek to centralize power and subjugate their populations under a surveillance panopticon prison, whether that be in Communist China, Neoconservative America or the Neofascist EU.

In the pre-dawn hours of Saturday, 30 September, the US Senate approved a bill authorizing sanctions that target foreign countries continuing (completely legal) nuclear cooperation with Iran. The bill stipulates “not to bring into force an agreement for cooperation with the government of any country that is assisting the nuclear program of Iran or transferring advanced conventional weapons or missiles.” Unmentioned in the bill, the intended targets are Russia and China. The previous day, the bill was approved by the House of Representatives.

Together with the suspension of “habeas corpus,” this congressional endorsement of Bush’s preparations for war against Iran should make it perfectly clear to November voters that the US Congress is an illiberal and warmongering institution in partnership with the policies of the Bush White House, whether the Republicans or the Democrats are in power.

Lawmakers did add a caveat to the bill, warning that nothing in this bill should be “construed as authorizing the use of force against Iran.” However, the president can ignore the caveat because he has been granted the right to waive provisions of the bill if he finds that US “national security” interests require it.

Furthermore, the bill comes in the midst of ongoing diplomatic talks over Iranian uranium enrichment for civilian use between Iran and the European Union, which the new US sanctions clearly aim at sabotaging.

Let us be clear about one thing: there is no evidence that Iran is anywhere near enriching uranium to weapons-grade capacity at the rate and quantity required to produce nuclear bombs that could effectively threaten the US or any of its allies in the area within a decade. Nor is there any evidence that Iran is capable of manufacturing plutonium bombs on the quick. Washington is simply keen to start yet another war for “regime change” based on lies intended to terrorize the US public into compliance.

Nuclear reactors, uranium enrichment, and the bomb

Enriching uranium to 3.6 percent is needed to make “pellets” to fuel nuclear reactors that generate electricity. This level of uranium enrichment is recognized to be for civilian use. The troubling kind of uranium enrichment involves intensively raising the enrichment level to over 90 percent -- or enriching Uranium-235 to weapons-grade capacity.

Pakistan is said to own up to 50 nuclear bombs. These are devices obtained by enriching Uranium-235 by 90 percent . Pakistan is said by scientific experts to be the only country in the world using highly enriched uranium to produce fission bombs. They have done so as a matter of preference, because A. Q. Khan, the "father" of the Pakistani nuclear-weapons program, learned how to produce weapons-grade uranium while employed at URENCO, the highly-enriched-uranium-production plant in Europe. He mastered the technique of enriching uranium through a "cascade" of centrifuges (explained below).

As you probably know, the aim of enrichment is to increase the proportion of fissile Uranium-235 atoms within uranium in order to increase uranium's energy-release potential as a result of nuclear fission -- the process by which certain atoms of uranium are split to cause a chain reaction. What becomes enriched uranium-235 is mined as ore, pounded and converted into "yellow cake," prepared for enrichment by dissolving "yellow cake" in nitric acid. Then, it is subjected to a series of chemical processes that convert it into a gas, uranium hexafluoride. This highly corrosive gas is then processed at conversion plants, using pipes and pumps constructed from aluminum and nickel alloys. The gas-centrifuge method of enriching U-235 requires that uranium hexafluoride gas be spun in a cylindrical chamber at high speed, which causes the slightly denser U-238 to split from the lighter U-235. Extracted from the bottom of the chamber where it gravitates, U-238 becomes depleted uranium, a heavy, radioactive (said to be "slightly" radioactive by the military) metal, capable of piercing tank armor and other munitions. Clustering at the center of the chamber, U-235 is collected and fed into another centrifuge, in a process repeated many times and known as "cascade." A U-235 atomic bomb requires 20 kilograms of enriched uranium, and has an explosive power of 50 kilotons. As previously mentioned, Pakistan has 50 of these in its unregulated, unsupervised nuclear arsenal.

Pakistan’s nuclear arsenal has been accumulated in secret, without inspections or regulations because Pakistan has not signed the Nuclear Non-Proliferation Treaty (NPT, 1972). Iran, of course, is a signatory of the NPT -- an international courtesy that the US is apparently eager to use against Iran’s interests.

Now, even if we assume that Tehran is seeking to build a uranium bomb, it would need a cascade of 1,500 to 1,800 centrifuges, processing uranium round-the-clock to produce the 20 kilos of enriched U-235 needed to build a primitive uranium bomb (Bulletin of the Atomic Scientists, Jul/August issue). At its uranium enrichment plant in Natanz, Iran already has an operational cascade of 164 centrifuges and plans to build another one. However, the latest UN International Atomic Energy Agency (IAEA) report reveals that at Natanz plans were behind schedule and a second 164-machine cascade was not up and running in August 2006.

The nuclear reactor at Natanz, therefore, is clearly under-equipped to produce the volume and potency of enriched uranium needed to build even one crude nuclear bomb in the near future.

This obvious fact, however, did not stop the House Intelligence Committee (HIC) from issuing a congressional report on 23 August 2006, ominously entitled “Recognizing Iran as a Strategic Threat: An Intelligence Challenge for the United States.” Seething with outrage and professional fury, the IAEA characterized the report as "erroneous, misleading, and unsubstantiated information."

The IAEA letter singled out the HIC’s characterization of the enrichment facility at Natanz, which is subject to IAEA inspections, including camera monitoring, as particularly mendacious. The IAEA letter pointed to a sub-section in the HIC report, entitled “Evidence for an Iranian Nuclear Weapons Program.” A photograph of Iran’s enrichment facility at Natanz was captioned, “Iran is currently enriching to weapons grade using a 164-machine centrifuge cascade.” The IAEA pointed out that the claim was false. The small cascade at the Natanz enrichment plant had been enriching uranium to the level of 3.6 percent as required by Iran’s stated goal for producing nuclear fuel. As the IAEA caustically remarked, this hardly qualifies as “weapons grade.”

Heavy-water reactors and the plutonium bomb

Israel secretly obtained its nuclear arsenal via a different route from the one mapped out by uranium enrichment. It has gone the heavy-water-reactor route and thus has taken the plutonium option. (Like Pakistan, Israel is not subject to inspections or regulations, not being a signatory of the NPT.)

A small amount of plutonium (about 1 percent) can be obtained via the U-235 enrichment process that produces fuel "pellets" (enriched to 3.6 percent ) for nuclear-energy reactors. Called "reprocessing," this routine involves stripping away the metallic outer casings of used fuel rods in nuclear reactors before dissolving them in hot nitric acid. What one gets from this reprocessing of nuclear waste is some more, if highly radioactive, waste (about 3 percent ), uranium (96 percent ), and plutonium (1 percent ). This amount of plutonium obtained from a reactor's nuclear waste, however, is a negligible and legitimate by-product, which poses no weaponizing threat according to the scientific community and the IAEA.

To make plutonium bombs, there is a more productive route: the heavy-water-reactor route. Heavy-water reactors derive their name from the use of so-called "heavy water," which contains deuterium. Heavy water is a modified form of hydrogen with more neutrons in its nucleus, which makes it not only literally "heavier" but also potentially more energetic or explosively "fissile." Heavy-water reactors offer the advantage that they can use unrefined natural uranium as fuel (and Iran has that uranium to mine). In addition, a plutonium nuclear weapon is smaller in size and weight than its uranium equivalent. The amount of plutonium required to make a nuclear weapon is only 3.5 to 4 kilograms. Its explosive capacity is 20 kilotons.

Iran’s planned heavy-water reactor at Arak is a small reactor, designed to replace another, outdated reactor, on its last leg. The Iranians say that the Arak reactor is used to produce radioisotopes for medicine and industry, which may be accurate. But even if they were lying about its civilian use, the heavy-water reactor, if used to produce plutonium for weapons, could produce at most enough for a couple of weapons per year, under the best conditions -- and that might be sometime after 2009, the year the plant becomes operational.

Nuclear double standards

Now contrast the alarmist hysteria over Iran’s modest, underdeveloped, fully regulated and legal nuclear program -- a decade away from any production of very crude nuclear weapons -- to the nonchalance with which Washington greets the frenetic nuclear activities in Pakistan. No pre-dawn vote in Congress to threaten with sanctions anyone at all! Well, to be perfectly honest, the US congress feigned to be “shocked” when White House spokesman, Tony, Snow, said the Bush administration had known all along that Pakistan had plans to build a large, plutonium-production plant at Khushab’s nuclear site in the Punjab.

Under construction since 2000 and possibly several years from completion, the heavy-water reactor at Khushab will be capable of producing approximately 200 kilograms of weapons-grade plutonium each year -- or enough for 50 bombs per year. Spotted by independent analysts in commercial-satellite photos, Pakistan’s heavy-water reactor caused not a ripple of concern to the White House. “We discourage military use of the facility,” Snow unconvincingly declared. “Discourage”? We’re talking about over 200 kilograms of weapons-grade plutonium in addition to the 10 kilograms (or two bombs per year) of plutonium per year the small reactor at Khushab already produces!

And the Bush gang targets Iran? Which has no heavy-water reactor and won’t until at least 2009? Whose uranium enrichment has been operated by small cascade-machines to perfectly legal levels? Whose Busher’s reactor is a light-water reactor capable of yielding only negligible amounts of plutonium? Whom the IAEA monitors and supervises with scrupulous zeal?

Clearly, Washington hasn’t the least concern about the proliferation of nuclear weapons. Indeed, any country in the oil-rich region or its environs that is not seeking to develop nuclear weapons is living in a fool’s paradise. Washington will crush militant nationalism whatever its nature and wherever it raises its independent head, calling it “terrorist” -- unless it is armed with nuclear weapons. Call it the “blowback” correlative of Bush’s “nuclear posture review,” or the law of inevitable nuclear proliferation, seeking to insure mutual assured destruction -- MAD -- but on a multi-polar global level.

But even in the MADness of infinite confrontation, you would expect the US Congress to question the motives of the White House in pressing for sanctions legislation against Iran for its modest nuclear program while Pakistan, unsupervised and unregulated, goes berserk with an aggressive program that plans to add 50 plutonium bombs per year to the 50 uranium bombs it already has! But that would be the congress of a functioning democracy which this farcical nation no longer has -- and hardly has had in matters of foreign policy since the advent of Truman’s National Security State at the outset of that other bogus war, the cold one.

This country -- its executive, legislative, and judicial bodies -- is so steeped in bloody lies and malign hypocrisy that it hardly turns a hair at the prospect of attacking yet another nation, whose people may justifiably and historically resent the US but whose only wish is to keep its wolfishness out of their national doors and be left in peace to solve their own problems and manage their resources as they best see fit.

In a move likely to stir some civil-liberties concerns, the Toronto Police Services Board yesterday approved in principle a $2-million pilot project to install fixed closed-circuit television cameras at high-crime locations.

Up to 15 cameras would be deployed, paid for by the provincial Ministry of Community Safety and Correctional Services. The move is reflective of a growing law-enforcement trend in other countries, most notably Britain, where upward of four million closed-circuit security cameras are in daily use.

Most of those four million cameras are not police-operated but owned by shopping malls, banks and gas stations. Others are on highways and in train stations. Canada, too, already has a big network of private-sector and government-operated CCTVs.

But while several Canadian police departments, including Vancouver's, have sought to install their own systems, the only one in place is in Hamilton, where a linked system of cameras lets police monitor the downtown core 24 hours a day.

The results have been “fantastic,” said Sergeant Mike Webber of the Hamilton police, citing a reduced crime rate and several recent incidents where arrests were made quickly because of digital footage.

However, the Toronto experiment, to be launched in North York's 31 Division and Scarborough's 42 Division, would be different. Neighbourhoods in both divisions have experienced high rates of violent crime.

There are no plans to watch the screens continuously. Instead, the cameras will merely record the scene and retain the videotape for up to 72 hours. Unless there is reason to investigate an incident, the tape would roll over, erased by fresh footage. Moreover, the cameras would be clearly visible and identified.

That's not to say police wouldn't be able to tune in whenever they choose.

The pilot program “will not include scheduled unsupervised active monitoring,” Police Chief Bill Blair's draft proposal states.

But, with a nod to the Charter of Rights and Freedoms, it also declares that the Toronto Police Service has no intention of “engaging in the close watch of persons through CCTV but in the observation of public spaces in areas identified through crime analysis and community concern.”

The distinction between occasional use and constant surveillance is key, board chairman Alok Mukherjee said yesterday.

“This can be an effective tool for deterring crime, but I think we have to be fairly careful about the implications vis-à-vis privacy and the possibility of misuse,” he said.

“There's a big difference between observing behaviour and surveillance. We have to make sure we're not doing anything surreptitious.”

That's always a concern of provincial Information and Privacy Commissioner Ann Cavoukian, who worked closely with the Toronto police in drawing up a broad plan. So far, Ms. Cavoukian is content, saying yesterday that her office is encouraged by the force's “intention to adhere to the IPC's guidelines” in deploying the cameras.

Her counterpart in Alberta is similarly cautious, as Calgary ponders the merits of placing more closed-circuit cameras in public places in a bid to deter or catch trouble-makers.

Alberta's Information and Privacy Commissioner, Frank Work, who has previously deemed CCTV cameras an acceptable but “extraordinary” law-enforcement tool, said yesterday he has asked that privacy implications be thoroughly researched before approval takes the form of a new bylaw.

Toronto police have used mobile closed-circuit cameras before, during such big celebrations as Caribana and the Taste of the Danforth street festival. But the new ones would be semi-permanent.

A series of community consultations will be held, designed to help frame ground rules for the cameras.

“I don't think there is any great opposition to having CCTV,” Mr. Mukherjee said, “but I think board members will want to see that it's used properly. We've heard the term Big Brother — watching over the city — and we don't want that.”

It had been hoped the cameras would be operational by the end of April, but the coming civic elections and holiday season will likely push that date back.

In Britain 15 months ago, CCTV cameras at a London subway station were instrumental in helping police identify the four suicide bombers who killed 52 people and injured hundreds more in a co-ordinated series of attacks. Since then, countries as diverse as Australia, Germany, Singapore and Uganda have moved toward speeding up the installation of CCTV cameras as crime-fighting devices.

And in some U.S. cities, such as Chicago and Philadelphia, they have been in place for years.

Skeptics such as British criminology professor John Ditton of the University of Sheffield, however, question the effectiveness of CCTV cameras. One problem is the quality of the images, which are often grainy. Up to 80 per cent of the pictures are unusable, Prof. Ditton told Australian lawmakers last year after the London bombings.

Another flaw is the “soft-balloon” effect: Place pressure on criminals with cameras that are openly visible and miscreants will simply avoid those locations, an argument Chief Blair acknowledged while outlining the pilot project, which will be re-examined by the board Oct. 19.

The cameras must, therefore, be part of a broad crime-management program, his proposal states.

STEPHEN HARPER'S FITTING AWARD

On Thursday, Canadian Prime Minister Stephen Harper received an award aptly named for Woodrow Wilson, the American President who confessed, "I have unwittingly ruined my country."

The "Woodrow Wilson Award for Public Service" is in the tradition of the "Jeffrey Dahmer Medal for Better Human Relations." It reminds me of the 1973 Nobel Peace Prize won by Henry Kissinger.

Previous recipients include James Baker, Dick Cheney and the much hated former Prime Minister Brian Mulroney. At the dinner, George W. Bush lauded Mr. Harper (via video) for his "leadership" in the war on terror and ended by saying "God bless Steve."

Harper is following in the footsteps of Woodrow Wilson who betrayed his country in 1913 by setting up the Federal Reserve Bank, and again in 1917 by entering World War One, which was about to end in a draw. In both cases Wilson was blackmailed and manipulated. In a famous statement for posterity, Wilson confessed:

"I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is controlled by its system of credit. Our system of credit is concentrated. The growth of the nation, therefore, and all our activities are in the hands of a few men. We have come to be one of the worst ruled, one of the most completely controlled and dominated Governments in the civilized world no longer a Government by free opinion, no longer a Government by conviction and the vote of the majority, but a Government by the opinion and duress of a small group of dominant men." ("Repeal the Federal Reserve Banks" by Casimir Frank Gierut, p.31)

Similarly Harper, obedient to the bankers, flouts Canadian public opinion on three fronts.

1. Canadians are at least 3-2 against participation in the Afghanistan War. Yet on Thursday, Harper called it the "price of Canada's leadership." Evidently it is the price of good relations with the occupational government of Canada's largest trading partner. And like Americans, Canadians don’t have a choice. The Liberal opposition party is also for this immoral no-win war.

2. After Israel leveled Lebanon, killing 1100 civilians in retaliation for the capture of two soldiers, Harper described Israel's reaction as "measured." His poll numbers immediately plummeted, especially in Quebec where Zionist control is least pronounced. Seventy per cent of Canadians wanted to stay neutral. Ignoring the public reaction, Harper's Conservative party had the chutzpah to launch a fund-raising drive predicated on his "principled stand." Surely the bankers are paying them enough already.

3. Harper's government is taking steps to integrate Canada into a North American Union, without publicity or democratic process, clearly an act of treason. Like concentration camps in America, this subject is so painful that I postpone examining it. I feel like a Jew in Nazi Germany except this time anybody who believes in real democracy, freedom and God, is a Jew.

On the domestic side, Harper's government appears to be competent, decreasing promotion of homosexuality and feminism, and government waste and corruption in general.

But in terms of foreign policy, Harper's award is well suited. "Public Service" consists in following the central banker scheme for world degradation and dictatorship. Perhaps some day when Canada has disappeared altogether, there will be an award for "patriotic service" called "The Steve."

USA Detainee Torture Act, HR 6166 set to be signed by President Bush,

PRESS RELEASE October 1, 2006 For Immediate Release

October 2nd, 2006.

The Canadian Action Party demands that Canada formally condemn the new bill in the United States of America that grants the US president the right to torture, removes Habeus Corpus (a rule against arbitrary detention), defines as a terrorist anyone who questions or challenges the President or his government, removes civil trials, and otherwise purports to legalize crimes against humanity, and purports to extend into and apply in foreign jurisdictions against other nationals, as well as US citizens.

This new Bill is itself an act of terror.

Canadians are particularly at risk not just due to our physical proximity to the USA, but as a result of the unconstitutional agreements and arrangements being implemented secretly and/ or administratively such as the Security and Prosperity Partnership Agreement, the Smart Border Plan, and others, which integrate Canada with the United States of America.

Further, Canada’s own antiterrorist legislation was enacted under a veil of panic arising out of a terrible act in a foreign country, the Unites States of America , which act to date has been inadequately investigated as to its real cause , and which cause may even be rooted in some of the proponents of torture legislation. Citizens have a right to know the truth.

This new US Bill finalizes the elimination of all citizen rights in the USA.
Canada must distance itself from such law.

On behalf of all Canadians, the Canadian Action Party/ Parti action canadienne demands that our government :

1. affirm our Rule of Law, and

2. assure Canadians that no such legislation will be tolerated in Canada, and
assert that any attempt by President Bush to arrest or detain any Canadian
under this new Bill, anywhere in the world not be tolerated.
